If you see an eBay listing with only one pic of the kit box, but the description states that the kit has been inventoried, and is believed to be complete, do you take a chance on it being a good item to bid on?

Short answer? Yes, I occasionally take chances.
I guess there are several factors that I consider when deciding whether or not to take a chance on any specific eBay deal. The total number of transactions the seller has and their rating are two I look at quickly. The price I'm going to have to pay, including how great a deal it happens to be also factor in. One other thing I usually do is click through to view the seller's other items. If they are selling everything under the sun, as in a junk dealer, I'll usually pass. If they are a modeling seller I'll give their description a bit more weight.
I have taken chances. I've only been burned once and that had nothing to do with the kit itself. The seller decided to ignore the sale and sell it again to a private buyer. Probably because he could get more money. After dragging his ass through the mud for a few days, he finally agreed to refund my money.
