can some one lead me in the direction of a program that will shrink photos? my tablet and phone take way too big a picture. I tried paint, but cant find out how to shrink them. yes, I am that bad at technology.
and please don't tell me to put them in a cold pool. other jokes, slams and general bad humor welcome.

Yeah, I could offer some options for that, but have you seen this website? resizeimage.net/If all you need to do is resize images it might be just as easy for you to use the tool on that site. Simply upload the image, scroll down to section '4. Resize your image', decide if you want to specify one of the dimensions or a percentage of the original size, scroll to section '7. Optimize your image', click the resize button, wait a few seconds, then when done simply click on 'Download Image'.

I'll speak in favor of Irfanview if you decide to install a program on your devices. Waaayyyy back when, before I switched to 100% Linux, I installed Irfanview on my Win95 and Win98 machines. It was a very good program for basic viewing and editing. I'm sure the current version is just as good.
